Of course runes are important but dude he is on 1000 elo or below lol. It's not like you need 20 or stuff like that.. I have 4 .. well I need more tbh..
but that aside 4-6 runesites should be enough.
And if he has no IP it should be alright. A good player does no depend on runes.. well on high elo yes but this low elo you can just pubstomp with any runes.
And NO you don't need 20 runepages .. it kind of helps and you can do special counters and stuff but you should be fine with about 6.

Runes are ****in important, end story.
Try playing Akali without runes and see how much difference it makes.
If you have disposable income, or if you feel like saving, buy a $25 RP card and just buy the 7 runepage pack. Best damn investment ever.
I'm sitting at 10 pages currently and, I don't know how I could survive without them. That's just how diverse I am when I play. I can do all roles in a pinch because I have a runepage for them and I don't have to go into a game with only the possibility of playing 2-3 roles.
TL;DR Buy some RP and get a 7 runepage bundle. You will not regret it.

Runes HELP a lot. You run Olaf with which runes? You run Sona with which runes? Have you seen Duff's 20 rune pages? Have you seen people with more rune pages or rune setups and consequently have a higher elo than you?
I don't wanna be mean, but you might be part of the problem why you are that low in your ELO. Sad to say but 900-1000 might be your true elo unless you get out of that mentality.
I was trying to help you on that last comment and give you some constructive criticism.
TLDR; get more rune pages and rune setups, learn more roles.
