It all depends on where and how you want to play him...
If you are solo top,
Ninja Tabi are mostly best (though Mercury's Treads are possible too)
If you are bot, Berzerker's Greaves come to mind.
In mid, Sorcerer's Shoes are okay.
Support Teemo benefits most from Ionian Boots of Lucidity I guess...
I would not recommend Boots of Swiftness or Mobility Boots.

Well in an average game, Sorcerer's Shoes would be helpful only to about 2 enemy champions.
Ninja Tabi just doesn't fit with teemo's whole build.
Mercury's Treads are pretty good, good unique ability.
Teemo's cooldowns are fairly long but I tend not to buy cooldown reduction things, so Personally, no to Ionian Boots of Lucidity
