Guardsman Bob.
Then Dyrus.
In that order.
I don't recommend GMB. While he doesn't rage, he doesn't explain himself often. He does play well though.

Uhh...He explains himself more often than most other streamers. His is one of the more entertaining streams and has the best music. Also, he's not as good as some of the other streamers which I actually think is a good thing for newer players. For me at least it was pretty confusing and often boring to watch the pro streamers, but a lot easier to understand and be entertained by Bob. :P
These days I generally watch Dyrus more, I just think Bob is a good place to start for someone new to streams.

I guess I just don't watch other streamers enough.
You're right.
You're right.

Thanks a lot, will surely add GMB and Dyrus. Any other suggestions?

Optimus Tom, in a big big way. http://www.twitch.tv/optimus_tom
He pairs up with a guest host and runs commentary of live games like sportscasters. They explain everything. They discuss counter-picks during the draft, they discuss strengths and weaknesses of team comps, they describe what is happening, who is ahead and why, and explain what's happening in insanity of team fights. Dude has a mouth like a machinegun. I cannot recommend this guy highly enough for to a novice.

I was editing my General Guide to League of Legends, and I figured I should add some streams of pros that people new to the game can watch in order to understand the game a bit better. However I rarely watch streams myself, so I thought I should ask you for help. Which stream(s) would you recommend new players to watch?
Thanks in advance,
Icy.
