I have to agree with The Overmyynd on zoning. As for my own opinion, if you believe that you can kill your opponents, go for the kill. If you believe that you can pressure your opponent, then go ahead and pressure them. If you are well-farmed and so is your opponent, then it's a tie, which is not good in low ELO game where you really need to win the lane. If both you and your opponent's CS are equal and you are 3-0 and he's 0-3, you are winning. IMO, you should try to pressure early on if you are confident that you can win against your opponent. In low ELO game, your opponents tend to make mistake more and with good play, you can eventually force him to play very defensively or even be killed. After you force him into a defensive position, then you can have free farm. Basically, all you need to do is to maximize your CS and minimize your opponent's CS. If you believe that pressuring him from level 1-4 is a good call, then go for it. Once he starts to fear you, then it's your chance to farm up. You don't need to focus on last hitting early if you are positive you can **** on your opponents.

Think ahead of the game, if your opponent focus on getting 20 CS at first but he died once due to your constant attacking on him and then you are able to farm up 40 CS because of your opponent's death and being lower level than you, it's worth it because you can always pressure him later on anyway. You don't need to fight for CS since level 1, especially when your champion is build for early dominance. Give your opponent psychological fear at first and then farm up for the next few levels while he is afraid to touch you or the creeps is a good way to go.

If your champion isn't good on the early level of 1-5 then focus on CSing and wait for mistakes from your opponent or your teammates to help you on a gank. In my opinion, there's few general types of laners: 1. Autohit forever 2. last hit forever 3. I AM GOING TO KILL YOU!!! 4. those that are actually decent, with good last-hit and zoning. The 4th type is a formidable opponent, no doubt and it all relies on your skill but the other 3 are not hard to counter. Now, type 1, they pretty much stay on the spot to hit minions so just throw skills on their way and try to get last hit when a minion is available for it. Eventually, his HP will be lower than yours because he's not really harming you and if that happens, play aggressive and pressure him. After his HP is low enough you can zone him out and start to get some easy last hits on minions. Type 2, they won't really bother with you, they just want to play safe and last hit so when you see your minion's HP is low and you know he is going forward for the last hit, gauge the position he will be in and attack him. Repeat and you will have HP advantage over him and you can start to zone him out. For type 3, play a bit defensively, focus more on last hit and make sure you are avoiding their attacks(skillshots) and find chance to fight back or just focus on CS until his HP gets lower due to over-aggressiveness. If that happens, zone him out and if he continues to fight on, you will likely win because of the HP difference.

In my opinion(and TL;DR), you should focus on kills if you can because there's many chances to get some due to the bad plays and raging charges of the low ELOers. Most of the time the kill difference between team is so much that the CS is really not that necessary because the golds made by killing has already outshine the income from CS. Not to mention once you have map control you can get dragon and baron easily. AD should still focus on CS but other roles you can do well by trying to get kills. Just go back to CS if you don't think you can grab kills. Keep on going and you will eventually reach a level that you can harass and last hit pretty well but for now, try to focus more on one thing and slowly improve from there as either out-kill or out-CS your enemies will do. And in my opinion, out-kill is better because your opponent's morale will be low.
