I'd say, kill the Soraka since she is much squishier and after the heals are blown, you may switch to Graves.
Unless they have a strong CC jungler, you should be rather safe since they will have no lockdown CC.
This lane is also susceptible to ganks, if overextended.
The little I know about countering this particular lane.
P.S. If you are running an aggressive lane, just ban that *****. She can keep any lane alive and healthy and especially a Graves, who is pretty tanky on his own >_<

Kill lane. Good AD picks would be Miss Fortune/ Tristana for the heal reduce and burst, good supports would be Leona, Blitzcrank or Alistar.

(As someone who plays Soraka) Jump the graves bro. A good Soraka will NEVER heal herself. Even at 10% she will refuse to heal herself. How you secure a kill in that lane is as follows:
Let your support get poked by graves a bit. then have him run away. The Graves will most likely chase then both of you jump on him. She has two heals that she WILL use now (three if she runs the summoner spell, but that doesn't matter now that they're seperated). That should heal him back to half health. At that point you can just keep attacking him. The major points are as follows: Seperate them at least by a minion wave(if you don't she will be very disrupting with her silences), both of you jump Graves (a good Soraka will not put herself in danger unless it is to save her carry).
Another option: Poke graves a lot in one burst and then jump out ( Ezreal and Vayne are great at this) which will warrant a heal then do it again. Her heal will not be back up so graves will run back to the tower or die. At this point a good Soraka will be running straight at you trying to distract you from graves. If she does this then go ahead and kill her.
THis all assumes it's a good Soraka though. Against the nubs just use caster's method. Remember: her heal has a 20 sec cooldown, she has a silence so don't just jump at them or you'll probably die, she has up to THREE heals so it may take a while to kill Graves.
The best counter team: Blitzcrank and Vayne. His pull and her ability to burst and GTFO make them a great team for killing either of them.
Other options: Janna she can be very disruptive and capitalize on mistakes that the other team makes
Ezreal for the same reason as Vayne
Alistar headbutt graves away from Soraka then knock him up while your carry finishes him.

what the hell did I just read? No. none of this no.
1. Vayne is crushed by Graves end of discussion.
2. Soraka will heal herself from time to time. Especially if she's at 10% being focused, and you're allies at full.
3. You can't poke against soraka. the sustain is too much to do any minor poking to win a lane.
4. Janna isn't really a support that 'capitalizes on mistakes', I'd say Alistar, Leona, Blitzcrank all do that better. In fact I'd say she's probably the least likely to capitilize on mistakes. He'll I'd say Sona and Soraka can capitalize more.
5. Soraka's heal range is about 720 if i remember correctly, you probably won't knock soraka out of range to heal her carry.
6. ezreal wins through poke, sustain counters poke, I don't see how this works. If you want massive burst go Tristana or maybe Corki.
I don't think Tristana is good against Graves. To be honest I don't think graves has many counters which makes him really good. He's mana hungry and already a beef cake and lane bully.Soraka just aids him in all of those areas which make the duo great
