I don't know. There's a similar item in DotA which works really well called Battle Fury ( http://www.dotafire.com/dota-2/item/battle-fury-125 ) which is actually a really good pick up on melee carries for early game (since the cleave is melee only).
Basically, if they make an item similar to that that works on carries, it would be a really good early game oriented item, and that's something that is truly, truly lacking in LoL at the moment.
