Why don't you just stick to a champion suggestion you like. Increase the support of your champion by inputting ideas and tweaking it. And the champion you suggested might get chosen if you stick by it long enough. Besides I saw your ideas and they're good, just needs a few tweaks, so you might make a good new champion.
Just do what i said above instead of making hundreds of good suggestions that riot won't bother looking into without much support. However if you just want to express yourself and do this for fun, then be my guest.

Belasare, the Interpretive Banker
Ranged, Support, Carry, Mage
Scavenger (Innate): Belasare gains an additional 30/65/100 gold per champion kill and 20/40/60 gold per assist.
PickPocket: Belasare selects an enemy champion and instantly strikes them with a shadow hand, dealing 50/100/150/200/250 (+0.6 AP) magic damage and taking 5/10/15/20/25 gold from that target. If used in succession within a 10 second period against the same target, the skill will not steal gold from them. 10/9/8/7/6 cool-down, 650 range, No Cost.
Investment of Bankers: Passive: Belasare permanently gains an additional 1/2/3/4/5 gold per 10 seconds.
Active: Belasare pays 20/40/60/80/100 gold and puts it into a bag which he then drops at the targeted location. This bag will reward the champion that picks it up with the amount of gold that Belasare had to pay. If an ally picks up the bag of gold, they gain an additional 5/10/15/20/25 gold and 10/15/20/25/30 armor and magic resistance for 5 seconds. If an enemy picks up the bag of gold, the bag explodes, dealing 60/120/180/240/300 (+0.65 AP) magic damage to all nearby enemy targets and stunning the champion that picked up the bag of gold for 2 seconds, though still earning the money. 10 second cool-down, 1000 range, Costs 20/40/60/80/100 gold.
Gold Luck: Passive: Belasare gains 1.2/1.4/1.6/1.8/2x the amount of BASE gold earned from kills and assists.
Active: Gives nearby allies 3/6/9/12/15% damage reduction for 5 seconds. If casted on only a single allied champion, they also gain 40/80/120/160/200 health and for 5 seconds. 15/14/13/12/11 second cool-down, 800 range, Costs 40/80/120/160/200 gold.
Stock Market Crash (Ultimate): Belasare immediately deals 100/200/300 (+0.5 AP) magical damage to all enemy champions and an additional 1 per 100 gold the champions have obtained and half the amount of gold they currently have in a large AoE. 120/100/80 second cool-down, Global Range, Dual Effect skill Costs 150/300/450 gold.

Dude! That ult is freaking OP! I was fed
Tryndamere with 5k gold after I finished my build. I expect him to freaking do 3050 damage to me without AP??? Lolz his W is pretty idiotic and spending gold? Pretty bad idea, tbh. His passive combined with gold luck is incredibly OP. He earns 800 gold for killing someone legendary. 200 gold for dmg reduction? Eh, I have to admit this is your worst idea yet.

Abaraxius, the Shift of Lightning
Ranged, Mage
Shock Drive (Innate): Upon dealing a certain amount of damage to an enemy champion within 3 seconds, it will apply the following affects:
Dealing 25% of the targets maximum health: Abaraxius will gain 5% damage reduction from the target.
Dealing 40% of the targets maximum health: The target will be stunned for 0.5/1/1.5 seconds (upgrades at level 7, 13)
Dealing 55% of the targets maximum health: Abaraxius gains an additional 3% ability power for 3.5 seconds.
These effects can only apply once every 7 seconds to only ONE enemy champion.
Voltaic Disarray: Abaraxius fires 5 homing beams of electrical energy near the selected target (prioritizes champions). Each beam deals 10/20/30/40/50 (+0.6 AP) magic damage and can hit only 1 target. This skill can deal a maximum of 50/100/150/200/250 (+0.6 AP) magic damage to a single target if all 5 beams hit them. 850 range, 3.8/3.5/3.1/2.8/2.5 second cool-down.
Charged Devour: Charge Skill: Abaraxius channels the essence of energy, continuously granting himself increased move-speed while charging. During charge time, Abaraxius drains 5/10/15/20/25 mana off nearby enemy champions within a 1000 radius and gives him a Charge mark each time he devours mana off a champion (can devour up to 100 mana and gain 4 charge marks per champion). Upon releasing the skill, it will release an electrifying explosion that deals 4~8% of the targets maximum health as magic damage to all nearby enemy targets within a 1000 radius (+8/16/24/36/40 per Charge mark) and slow them for 4/8/12/16/20% for 2.5 seconds. If there are less than 3 enemy champions within the damage range, the damage from charge marks is doubled. 1000 range (radius), 16/15/14/13/12 second cool-down.
Wings of Sympathy: Passive: Grants Abaraxius an additional 2/4/6/8/10 AP for each second in battle for 5 seconds. Can stack up to 4 times.
Active: Abaraxius sprouts his wings, charging himself with power and deals 15/30/45/60/75 (+0.30 AP) magic damage to all nearby enemy champions within a 500 radius for 5 seconds. 500 range (radius), 14/13/12/11/10 second cool-down.
Psionic Rip-field (Ultimate): Abaraxius casts a giant thunderstorm at a location, dealing 100/200/300 (+0.6 AP) immediate magic damage and leaves behind static electricity that deals 20/35/50 (+0.25 AP) continuous magic damage for any un-allied target standing in the location. The static electricity lasts for 3 seconds. 900 cast range, 12 second cool-down.
