Because the active on Shurelya's and passive on Zeke's is worth it, it doesn't really matter that you go over CDR cap because the items are good anyways. I often go over CDR cap on support just because so many support items have it, but I still start with CDR boots since it takes like 20 min after you get them to get more CDR items. :P
