Frozen Mallet. HP stacking is real strong against him because he does a lot of mixed damage. hemmorage does magic damage and Decimate does physical.
Early Hexdrinker will also help prevent you from dying to the bleed that is his passive.
End game, Quicksilver Sash will also remove his passive completely. If you remember to use it in a teamfight, it'll take away a lot of his power because you're removing 5% of his MS boost and the bonus damage off of his ult.

Get a raned kite-poker, i've found that; kennen, kayle, nidalee and (katarina doesn't do too well against him, but i've won the lane the three times i faced him with kata top)
Also make the jungler camp the ****er, he naturally pushes the lane and has no escape.

You should also ask your jungler to gank him (if you have one). One of his weaknesses is he has no escapes so he can be ganked easily.

If you play smartly, Mordekaiser does extremely well. The range on Siphon of Destruction is about the same as Decimate, but the cool down is WAY less. The shield is obviously really useful here, it stops the damage from his bleed and absorbs a huge chunk of the ult if you use siphon on a creep wave at the right time. I recommend building for max CDR and getting a Ryalis early.

Key: dodge apprehend. Kite. He wants to force skirmishes because he'll win them and that's the only way he can do something. You can refuse those skirmishes and slowly mill him down to nothingness.
