You mean botlane or midlane?
Varus is a poke AD carry with no real escape mechanism except for an AoE slow or an ulti waste (also no real chasing mech either). Best Team compositions versus him are mobile ad carries with aggressive cc supports. Janna is probably the best support due to slow for his slow and ****up. Tristana, Graves and Caitlynn should do just fine, as well as Vayne and Draven. The first 3 have more reliable GTFO/GTFI moves tho.
- edit - He is also mana dependant, so you can take/ban Soraka and outlive his poke

Anyone with a stun could destroy him easily. Snares are also nice. Just some hard CC with some low cool-downs will easily make an AD carry mid die.

Varus is the opposite of say...
Vayne.
Varus is at his strongest at the beginning of laning phase because his
Piercing Arrow does ******ed damage early game and he has very good base stats, but his damage starts to fall off late game and his abilities don't help his output (Other than Blighted Quiver). Carries like
Vayne, and
Graves however shine at endgame, and their abilities greatly improve their damage output.
