ppl who have OP long ranges. xerath is a good choice. but hes kinda unpopular. for popular champs, ahri is a great choice.

Varus actually falls off really hard late game. His only natural buff to himself, his passive, is only activated upon a kill; his Q does ******ed damage early game but it's just "meh" late game, might as well autoattack; his W's % health damage is magic so getting MRES counters it hard unlike Vayne's True Damage Silver Bolts; his slow actually has some good utility; and his R does like 0 damage late game but has good utility.
If you ask me, Caitlyn is a better sniper and Ashe provides better utility.
Or just play Graves 'cause he has that crazy burst AoE damage part about him.

That ain't no answer to "Who Can Counter Varus?" imo.. He/she just state that Varus is weaker then other carries. How is that a counter ?
And I disagree, Varus is strong the entire game if you use his W properly. Also it should be skilled first for maximum damage in lane.

Mobility is Varus's greatest weakness. Sidestepping a - what was it... - 1600 speed projectile isn't hard when you have the proper moving speed. Varus, like Ashe, has no natural escapes either so champions that can get touchy-feely really quick are his natural enemies. I suggest Akali or LeBlanc if he's mid lane. If he's going dual bot, Graves or Vayne.
Like all other ADR, Varus does get stronger late game. As far as Autoattacking goes, anyway. The problem is that his kit is awkward. His Q is strong for laning, but you can't really use it in a clash and it's not that good for picking off runaways and strays. His W must be activated by another one of his skills, wasting precious autoattack time. My biggest problem with him is that his W is magic damage. 15% HP is big, but the fact that you need to go out of your way and use a spell to activate it and that it's magic damage gives it two very big flaws: time consuming and impractical. Since your an ADR, your Autoattacks late game naturally do a lot more than 15% of someone's HP - unless you're somehow attacking the tank. Even then, that 15% gets reduced by MRES. To further my point, a good player WILL get some form of MRES, especially the tank. Conclusion, the damage it does and the way to activate it makes it extremely impractical.
Compare to Kog'Maw and Vayne and you'll see how stupid his W is.

Pretty much anyone who has a good gap-closer along with a good set of quick damage sources (such as Darius, Akali, Katarina, Fizz, Xin Zhao, LeBlanc), or someone who can keep up with his good range (such as Nidalee, Kog'Maw, Kennen, Xerath, Twitch, Caitlyn) since he is only good when he can keep his distance and deal damage from further away than the opponent can reach him.

And his kit is exceptional for late game -- % health chunks, healing reduction and AoE slow for fights, AoE snare for fights, and AoE Q that does tons of damage even late game.
