I think he's way way way too OP.

The creature known as Xenon holds a mysterious and ominous past, and an even more so future. He was summoned in Runeterra by a group of rogue summoners thirsting for power and with total disregard for the consequences. It turned out that he was not something they could control, and one by one they fell victims to his terrifying powers. Months later, an investigation squad from the Institute found them in a state of mental death, unresponsive to anything and almost dead from starvation, scattered around Xenon. They managed to subdue and restrain him, not without losses, and brought him to the Institute for safety. There, they found out that he was a creature feeding on the very thoughts of others, slowly corrupting their minds and leading them to madness and, eventually, death. The summoners of the League are still unsure of his origins, and are afraid even more terrifying powers lie dormant, or hidden, in the depths of Xenon's mind.

Every time an enemy unit dies near Xenon, he recovers 2/3/4% of his maximum mana. Effect doubled for champions.

Xenon channels for 1,5 seconds, entering his target's mind and destroying it. He entangles* an enemy champion for 2 seconds and deals 260/330/400 (+65% AP) magic damage.
If the target dies from the spell, all his cooldowns are instantly reduced by 20%.

Now this guy is a with a ****load of CC, but only 2 damaging spells. As such, he can also be played as an agressive support. he also has good sustain with his passive (allowing him to follow the 0 cs meta if supporting), and his passive spell vamp. He can effectively shut doun a single target for the duration of the entire teamfights, with 2 seconds of fear, 3 seconds of movement and attack stop, and up to 8 seconds of attack and spellcasting stop.
