Jarvan is pretty much doomed to be a metagolem I'm afraid :/
Unless you want to go AP Jarvan with a Lich Bane, in which case you become a taller version of AP Poppy with a longer cooldown :S

That makes no sense, since AP Poppy actually WORKS while AP Jarvan can suck me. AP jarvan's main damage will be his Q... Which doesn't scale off of AP.

Standard scales on AP, coupled with % health damage on your passive makes you a worse version of Poppy's Q.
That is the comparison.
