I absolutely disagree with that quote.. It makes me sad even to read that. Vlad is such a strong champion. He reminds me of kind of like a Karthus. He doesn't go down without a fight, and before he dies, he is sure to dish out TONS of damage. I was especially sad to read about how he thought sanguine pool was useless.. I like to think of that as a great companion to Zhonya's Hourglass. gahh...
Actually for the most part he is nearly spot on. Until vlad has hextech and is right around level 9, he is considerably weak against early aggression. I dont think he needs any sort of rework, a buff or 2 nothing major. Perhaps some base damage increases or at the very least reduce the health cost per level of tides of blood.
The thing that keeps him competative is his late game scaling due to his passive. The rest of what the guy said is more or less the opinion of someone who lacks any reasonable sense of how to play vlad.

Transfusion - Absolutely useless in early game. It only becomes decent when you're in mid to late which is when the damage is subpar and the healing is a non-factor.
Sanguine Pool - For a whole one second, you get to be a big puddle for people to walk in. It's supposed to be an escape/juke device, but it is so short it is completely not worth it. Long cooldown, takes away health, and will buy you enough time to say "Goodbye Vlad" when you get ganked.
Tides of Blood - Cool, an AOE with the worst range ever and makes you lose more health the more you use it. At four stacks this ability sees promise and synergizes somewhat with Transfusion, but the stacks last like three seconds so you're really losing more health than gaining by keeping this up. It's like a "Kill me, I meant to click Shaco" button.
Hemoplague - Okay, wow, yay, Vlad finally does something useful other than being a wasted character slot. So the damage this effect does is forgettable, but the increase during it is the only way Vlad can do something that might make somebody consider using an HP pot or your friends can do work. This is the only good thing he has and is avoided easily because Vlad is easy to kill and if your opponents have any awareness at all they'll not bunch up together.
So a joke of a Q, the worst survival button in the game, an AOE that kills you faster the more you hit it, and an ultimate that is good in bot games.
Vladimir needs to be redone or, I'm sorry to say, but give refunds to those that bought him, remove him, and make somebody that has a use. Right now, Russian people that share his name are getting egged on the streets and being abandoned by families. This has to stop.
