Ezreal is all about skillshots following up with autoattacks. Soraka gave him insane sustain to do so.
In short, dodge better. There is very little advice to give beyond that when facing a skill shot champion. However, there are ways to improve your own game.
I'll take your Ashe/Janna example. There are a lot of factors in lane, was Janna's CC landing, did you use your crit passive effectively? Were you following up with her shield on you for trades and extra AD or was it being wasted? It will be near impossible to avoid all damage in a trade but you want to maximize all of your lane's abilities to make sure you trade as effectively, or better. Were you being too aggressive, etc?

Ezreal/Soraka is a powerful lane if you let them poke you a lot. The solution, starting as early as possible, is just to not let them poke you a lot.
Ezreal's main poke, his Q, can be blocked by minions. Keep your minions between him and you to avoid it. He can still poke with E, but it scales with AP and cannot be used to hit minions, so AD Ez is much less likely to be maxing it first.
Ezreal is actually quite squishy. If he's not laning with Soraka, you can probably just poke him down and force him to leave lane. If he is laning with Soraka, bait her heal with some poke and then go all in after her armor buff wears off. Her heal has quite a long cooldown, which gives you time to do some serious damage. In addition, you can deal damage far faster than Soraka can heal, so if you continuously poke and harass, she can be rendered fairly useless.
For Ezreal/Soraka lanes, I'd suggest running something like Ashe/Blitzcrank. Blitz pulls in either of them, and then Ashe keeps them slowed so they can't escape as easily. Ez can still escape, of course, so try to pull and kill Soraka first. Any other lanes with the main point to keep killing the enemies every time they're in lane work just as well. Ez can't poke when he's dead.

He's one of the safest ADs, I don't think there really is any specific setup that works well against him.

Enough QQ'ing, but I just really want to know: If I see the enemy go for an Ezreal and I know for sure that that Ezreal will be AD and not AP mid, then what AD Carry can I possibly pick to overgo him? Or was it a one-time show just because he had that Soraka with him? FTN I was playing Ashe with Janna as support - squish squish and no heals, so every Q hurt a whole lot.
Meh.. I just feel like I've been violated or something. Freaking crazy to get owned like that with the amount of experience that I have with LoL :/
