Not allowed in either WTF Taekwondo and ITF Taekwon-do during sparring or competition, yes there is a difference. However what they share in common is that no kicks below the waist line. Ironic is that I have gotten most of my groin shots from ITF Taekwon-do and not MMA, where kicks below the waist is allowed.
