It's a good early ~ mid game item.
Get on mid mages when snowballing or on champs like eve (double doran dfg haunting guise) when you want the extra mpen to burst when roaming midgame
On top laners just a good item to give the mpen on mages like rumble vlad etc

Seriously, I never build this item but now and then I see it and I wonder what motivated people towards it and even if I should consider it on the champ they built it in (if they're doing any good). In my head it's just money that I should've invested towards another item
