i think it's true for kayle and pretty much every support, it's more important to hit 40% CDR as quickly as possible, even if you go over it by a bit.
I mean technically speaking having 40.01% CDR is worse than having 39.99% because the idea is that .01% is wasted stats but it's impossible to micro-manage this stuff

Yeah. I get Frozen Heart on mord. That mana is worthless and the 400 gold is wasted yes, but 99 armor, 20% cdr, and an attack speed debuff are just too damn good to pass up on in a single item. And my mord build ends with like 46% cdr beccause i get lucidity boots and the fh along with the cdr in utility tree, its namely for lane phase. Its k, dont freak. Although 51% is a little much over done

Here is the guide for support kayle, his core items are Shurelys, DFG, and Zekes. he also take masteries to get 6% in CDR. With all this he has 51% CDR. This obvisiously isnt cost effecient so could someone please explain the pros and cons of this and what maybe a better substitute. I realize this maybe a little work but this question really has me stumped especially because he still opts for the 6% CDR in the utility tree. Help please, and thank-you very much in advance!
