Udyr still viable?

I always considered him as support char, costant stunning with good soaking abilities make him a great initiator. Also with his bear stance he is a great chaser and opens the gate for killing a fleeing enemy. You wont get focused much in teamfights since you are quite tough making you a stun stun stun stun master. I would rather count him as a annoying fly that solo can kill almost anyone but it will take very long time. Laning against udyr can be very annoying coz of his soaking abilities. Putting him against mana users will get them dry just on trying to harras you. Innervating Locket is a necessity I have found, but I still wonder whether it's better to level tiger or phoenix.
