That's basically it.
Everyone gets afraid of down voting because it looks like I troll vote and then there's backlash. So, everyone just up votes and the scores get really inflated. It basically becomes impossible to bring bad guides down because the hivemind thinks, "20 upvotes? must be good. I'll upvote too."
This used to be the system we had and have somewhat recently moved to what we have now.

Hmm. Interesting thought. Damn human nature. Damn it to hell. I guess I can't complain, Solomid had no comment voting. I wish just 10% of the people that viewed left comments and votes, it would really help guide writers out.
