To me, she look more like a support than a mage thanks to her skills and passive. Her ultimate is really interseting but a bit OP. Also, she make awful puns which just show that she's insane like you said. I really like reading your champs idea, they're always fun to read and don't seem OP.

@ChaosxSoul: Thanks, i'll try to lower the stats. About her puns, i'll probably just emphasize her being insane, but any "eye" jokes are welcome! And thanks! I don't want people to get bored on something that's supposed to be funny and creative.
@DillButt64: I hadn't thought of that! Origanally I merely had it function like Ezreal's ultimate, but the thought of having functioning like Viktor's ultimate...Sorry i'll have to think about it, but promise i'll come up with an answer when I get the chance!

It's there for 10 seconds, or until it's destroyed, and has 100 (+10% of ability power).
^^^i assume have 100 you mean to put HP right?
also i just noticed that her Q is sorta broken...being a free ward every 10 seconds that cant be destroyed, now if it was something like say Weeka throwing multiple eyes to reveal an area for a short time and fearing the champions when it happens, not the whole time during, that way she can have some form of an AoE Q that has CC but with the same CD, which is waaaaaaaaay less OP than a free indestructible ward that fears every 10 seconds

Moving on. Weeka is a funny champion I came up with who's history is not known (like Evelynn), but she has a funny way of "looking" at things. She doesn't have any eyes, but always carries her eyeballs that she (proudly) makes herself. Doesn't have much to wear but her torn dress, and has white hair with an old look on her face.
Looking and Hearing Weeka:
Upon selecting Weeka: If you donât see what youâre looking for, youâve come to the right place.
Upon right clicking on the ground (moving Weeka): I saw that coming!/ Carrots are very good for the eyes. Did you ever see a rabbit wearing glasses?/ Eye, eye, captain!/ Now now, don't rush an old Weeka./ Did you see that?/ I could do this when I was...youngER.
Upon right clicking on an enemy (attacking): Target spotted!/ I see their end./ Can they see what I know?/ I see you.../ I spy with my little eye...AN ENEMY!/ Shall we say hi? (Weeka's auto attack is just her throwing a small eyeball at her target.)
Upon Death: rays of light emit from Weeka's eye sockets, shooting up into the sky and she says, "I didn't see this coming..." then her body is engulfed in the light emited from her eye sockets.
Joke: Give me a hand with this. No wait, give me your eye instead./ Isn't it a wonderful day? Oh right, I wouldn't know./ What's this "eyetunes" thing? Sounds like something I could make. Eyes that can play music...genius! (Weeka's eyeballs fall out from her bag. She tries to collect them all,then looks up suddenly. Then she collects them and gets up.)
Taunt: You have eyes, but can you see?/ If you can see, you really must look in a mirror, I mean really, your face is just...(she continues to ramble on, as she points with one hand and laughs with her other hand covering her mouth)
Dance: Mhm mmm la la dee da (Weeka twirls around with her arms up, letting her dress twirl around her)
Ability time:
Eagle eyeballs (Passive)
Weeka's vision is increased by 5% (+1% per level)
Eye Spy (Q)
Weeka tosses one of her eyeballs to target location. If the eyeball directly hits a champion, it sticks to them, dealing 50/70/90/110/130 (+60% of ability power) magic damage, and reveals the champion for 3/4/5/6/7 seconds. But if the eyeball hits no champion, it shows the area within 2000 range of the eyeball, and after 2 seconds, enemies within 350 range of the eyeball are feared for 1/2/3/4/5 seconds. The eyeball stays for 90 seconds (10 seconds after it fears a champion), or until it is destroyed. the eyeball's health is 200 (65% of ability power).
Mana Cost: 40/50/60/70/80
Cooldown: 14/13/12/11/10
Range: 1050
Look and Sound: Weeka brings her arm back then throws the eyeball overhand to target location. The eyeball has the same symbol above it as a ward. Upon throwing the eyeball forward, Weeka yells, "Ha!"
Observe (W)
Weeka throws a roaming eyeball. After sitting on the ground for 0.5 seconds, it hovers in midair until an enemy unit comes within 1000 range of it, then it goes towards enemy unit (picks champions over minions, if any in the area). Upon contact it explodes, dealing 60/80/100/120/140 (+25% of ability power) to all within 350 range of it when it explodes.
Mana Cost: 60/80/100/120/130
Cooldown: 15/14/13/12/11
Look and Sound: Weeka tosses the eyeball underhand, and having it land, then floating up until it hovers in midair. When it explodes, white liquid comes out. The sound is somewhat similar to Gragas's ultimate.
Eye Bot 2000 (E)
Choosing one of her favorite eyeballs, Weeka tosses her Eye Bot, throwing it to target location, and having it deal attack damage equal to 50% of her ability power per second by shooting lasers from its iris to enemies within 500 range of it. It's there for 10 seconds, or until it's destroyed, and has 100 (+10% of ability power) health. Does not attack structures.
Mana Cost: 90/100/110/120/130
Cooldown: 19/18/17/16/15
Range: 1250
Look and Sound: Weeka searches through her bag before she finds an eyeball (moderatly medium-large size), and tosses it to target location. The eyeball hovers in target location, and its iris is always in the direction of the enemy it's attacking (the lasers are red). The sound of the laserbeams are like the X-Wing fighter lasers in Star Wars (if you're familiar with that, if not, basically like a standard sci-fi laser).
The EYE-Eye of Your End (R)
After years of expirimenting, Weeka finally summons The EYE (Eye of Your End). After calling upon it for 0.75 seconds, the massive eye crashes down. Activate the ability again to have the EYE roll to target location. It gains 3% increased movement speed for every 1 second it rolls, and deals 280/350/400 (+150% of ability power) to all enemy units it rolls through. The EYE stays for 4/5/6 seconds before it erupts, dealing 80 (+25% of ability power) magic damage to all within 350 range of it.

Cooldown: 70/65/60
Range: 20000
Look and Sound: Weeka raises both of her arms high up for 0.75 seconds, then brings them down hard, and a giant eyeball comes down in front of her and begins rolling forward in target direction. As she raises her arms and waves them around, Weeka says, "Abra Ka Doooo," and as she brings them down she says, "THE EYE!" When The EYE comes down, it makes a thud sound, and as it rolls around you can hear it rolling over the grass and hard earth (and enemies, of course).
The Lore of Weeka:
Weeka is from the Shadow Isles. Weeka is a godess. Weeka is insane. Weeka is blind. Weeka is this, Weeka is that, because no one really knows Weeka like she does. She hides most of her history in secrecy, leaving all (as Weeka says) "Blind to the truth. Get it? Blind? Now you know how I feel, heeheeheehee." But what can be dug up about her is that she comes from the Shadow Isles, and takes a deep interest in the construction and study of eyeballs, although she has none. It is assumed that she gave up her eyes so that she may study them. Upon asking her about her eyes, she says, "What was that dear? I happen to be hard of seeing you know. But I do have better eyeballs in my bag than yours, that I do. Would you like to try, their..." Usually avoiding questions about her eyes and past (and having others walk away with extra eyeballs instead of knowledge), her fellow champions must make up rumors and legends to satisfy their curiousity. It has been said that Weeka takes the eyes from her fallen enemies for studying and experimenting on. And seeing as how its rumored of eyeless corpses on the Shadow Isles, most assume she's from there. No one knows why she came to the Feilds of Justice, but most just think she wants to study eyes of the champions. Upon asked why she came, she said, "Just to have a 'look' around. Get it? Look? Bwahahaha!"
I must say, Weeka is a very intimidating person, but can be funny (if you get the jokes that she makes). She's a ranged mage with lots of abilities that help you keep track of the enemy, and would probably be good at bottom lane. Anyways, tell me what you think!
