obviously you would need less of a ratio/base damage or w/e on skills, but let's be honest here, would you be more scared of a heimerdinger who completed deathcap in 15 minutes or a zyra who completed deathcap in 20 minutes?
It's a good idea, but i can't ever picture morello adding that kind of effect in the game - it just doesn't seem like 'him'. Gold/10 and/or Greater Quintessence of Gold are likely the closest things any of us will see to the effect you described.
On that note, i think it would be pretty cool if supports could buy an item that gave a gold/10 aura. Perhaps kage's lucky pick + rejuventation bead = Utopia Armaments

Of course the item would need a litte bit of number changing to see play in ranked, but i'm guess that an item like that would most likely fit devdevil's description
