I personally like to go flat health if i build any health, which I always do, because I mainly find runes, especially when it comes to health, best early game when they have the largest impact. They allow me to get fed/have a more stable early game which sets me up for later, better game that easily beats the benefits of per lvl runes.
(Flat health quints + seals amass to something around 140 health. Pretty nice considering its better healthwise than buying a dorans shield :O)
The only per lvl runes i would recommend are mana regen ones on champs that really have problems, like Miss Fortune and Caitlyn.

Sometime ago i asked about the mana regen runes which one where the best and now ive come to health rune(not regen)
Im soon buying Corki and i play akali alot and ive thougt that i get some health runes that they both benefit from so heres my question:
Which beetween Seal of Vitality that gives per lvl and Greater seal of fortitude to take.
I counted out that in with vitality on lvl 6 you have past that 48.15 hp you get from Fortitude.
But i dont know if vitality runes really benefit with its more hp later in the game when the real dmg and items comes on the enemy teams and on my itembar. So if the 48.15hp right at lvl 1 would be better then the 9.72hp i would get from the start with vitality.
I understand its about how i play and what i like myself but i would greatly recive any suggestion and opinions out there!
