As with any AD it's generally better to sacrifice some damage output if it means you survive.
I think he pretty much works with any team comp, though ones with CC that can protect him and allow him to hit repeatedly are obviously best.

If you're doing well enough, one axe and auto attacks should be all you need to take down most targets (assuming you have a LW). I admit half the time I don't even bother catching axes anymore if Im fed off my ***.
EDIT: Regardless of his unique mechanic,
Draven is ultimately an AD carry at the end of the day, and simply auto-attacking the nearest thing and being safe is always better than going out of the way for axes and dying. People often misunderstand this fact about
Draven. "OMG GOTTA GET MAH AXES"
