I'm kind of surprised that Warwick is so low. I know I don't see him too much on the pro level, but I have never seen a Warwick ever do "bad". I really don't know how to argue for him to get moved up, but honestly, when I see Gangplank a tier above him, it makes me scratch my head. Even seeing him in the same tier as Soraka (she's a great support, sure, but hell, you need to be able to something other than buff and heal lady) makes me do a double-take.
I think his dps build doing a "steady" mid-high level amount of damage compared to some of the other dps champs is something to take note of. Plus, add in the fact that he has lifesteal as a passive, as well as low CD spell that does a good chunk of damage and gains life is something that needs to be noticed as well. While most dps champs can get in, deal some good chunks of damage and then have to port out, Warwick can come in, deal some good damage with his ult (and other nerf stacks) and stay in the battle longer is helpful in late game team-battles.
Just my $0.02. I'm sure I'll get shot down here, which is fine. I don't know all the other champs so well right now.

As WW is my main i have to agree that if you do get fed you can do pretty nifty things, but if you just play him correctly, you have a for example 2:1:2 K/D/A ratios he will be pretty underpowered late game. So either end up match quickly or in late game you will have problems. Mainly coz WW is more or less a 1v1 char which shines mid game mostly.
But becouse jis jungling capabilities i would place him a bit higher coz of letting 3 ppl benefiit from 100% exp which may be a big advantage later on.
I tend to leave my friend who plays Annie on 2v1 lane and he is always happy for having so many n00k targets :).

I've actually been playing against a lot of Warwick's recently because he's free on rotation and I'm surprised how well most people do. I scratch my head when they jungle without Smite (those are the ones that generally don't do too well) and lane (herp derp) but otherwise I feel he's a solid Burst ALONG WITH DPS champion. Bloodrazor is so amazing on him especially with his ultimate. I'm definately putting him up one tier. Gangplank has map control, which is why he is a tier higher. Soraka is just sustainable at her tier, she doesn't deserve to go up or down IMO.

use http://www.lolbase.net/champions as a reference to average win/loss and kill/death in pubs. like for example, soraka has a 1.421 win/loss, as opposed to her .402 kill/death
Sion should be at least mid tier, it's painful to see him below terribad champions like Kayle, Pantheon, Corki, Nunu, and Poppi. His abilities are absolutely ridiculous, and with a good AD build + his Enrage ability, you'll have tank-like health while itemizing like a glass cannon.
Shen and Yi should be a tier down. They're good champions, but I don't think they should be in the "ZOMG THE BESTTTTT" tier.
I think Veigar's abilities should place him higher then Low Tier. No matter the skill of the player, they're always annoying to take out. Plus with his abilities and passive (perm AP bonuses, AP leech, huge AoE stun) I would figure he'd be higher ranked.

Kayle, Pantheon, Corki, Nunu, and Poppy all have a bigger damage output throughout the game one way or another than Sion. Enrage is what he has going for him but even after that, running around with Cryptic Gaze is only going to score you a kill IF you've been able to farm up enough which is genearlly impossible for Sion unless he's sitting in the lane while a team fight is going on somewhere. He also doesn't contribute to team fights with anything other than his shield explosion, anyways and that's only if you're going AP. If you do, then DPS for his ultimate would be useless while you have 2 nukes and after that you're just a meatshield.
Shen can protect anyone across the map while taunting the enemies for the character to escape, still being able to take all the hits. Yi has the highest damage output in the game.
Veigar can be bumped up one. That stun gate thing he has is all I see really going for him, though. Even if he can absorb AP, Dark Matter isn't going to net you over 900 Damage and his ultimate is only good for AP champions.

In Sion's Defense. His Range Stun is very effective and useful in achieving first blood and early kills. Pair him with the proper champ, and that pair can wreck shop. In Team Fights his stun is also useful to initiate fights. If you build him a tank build that shield and that stun make great initiators. Not saying hes a great toon, but hes actually not that bad.
Yes, but if you build him one way, he is really lackluster in another field. Build him AP? He won't be able to do anything after his nukes, his abilities are too high cooldown. Build him AD? He can do some damage but after his stun, which he has to be fairly close-ranged to activate, he's just going to get focused. Build him tank? Meatshield. He's not THAT bad but really, I don't see how EOH PU TUHS feels that he's better than Kayle, Corki, Poppy, Pantheon, and Nunu. I think all those champions have so much more going for them than Sion.
