I always tought that last wishper is not optimal on vayne, the true damage makes arpen on her less cost efficient and always tought of a second phantom dancer as better for kiting and procing W. Now I just want to know what other people think about this, opinions?

Vayne does a lot more physical damage than true damage anyway...

They have a nice amount of armor? Last Whisper (unless it's only like 100 armor, then Black Cleaver is ok)

Heimer only has about 70 at level 18 unless he went zhonya's. So... yea.

This. A Last Whisper is a lot more optimal than a second Phantom Dancer, unless they are all squishies with >100 armor.

True damage isn't what makes Vayne's late game scary. The 50% AD modifier on Tumble does.
