I think a
Frozen Mallet to stop him from running combined with a good timing on your
Decisive Strike to make his
Blinding Dart useless is what you have to do. Of course, in S3,
Quicksilver Sash can be another easy way to ignore that blind (and his damage). But note, in S3,
Teemo will be a lot stronger.
Garen, as I play him, is a lategame monster where his power starts rising midgame. As long as
Teemo doesn't deny you to much farm and exp, it is good.








Farm as much as you can and get an early
Hexdrinker. You arent going to WIN your lane, youre going to survive it and build for late game. Another option is to go ahead and build meta golem with philosopher's stone and
Heart of Gold then get
Hexdrinker and
Phage. the early health regen from philo stone coupled with garen passive means you can effectively ignore his poke unless he REALLY commits, in which case you can beat the snot out of that irritating little rat with decisive strike and spin to win, and drop his health low enough to make him leave you alone. Or at least not poke enough to matter with your health regen.
Remember, don't expect to win your lane. survive it, and become a late game uuber tank.

@nicknamemy, what are they doing to teemo in s3 to make him stronger, exactly? Is he getting a buff or is it just the fact that the jungle is going to be alot tougher?

Well, but for S3,
Heart of Gold will be gone and philosopher's stone will be nerfed. The only g/10 that will stay for
Garen is
Avarice Blade.
BTW: Since all champs gain less gold from farming and more from killing in S3, a g/10 should be must on every champ.
And yes, the new items for

Garen dramatically changed in S3. While he is no longer that great early, he pretty much wins your team lategame. That happened to me at every game at PBE so far. Build was the second one of my guide.

If a good teemo player is against you, you are almost certainly fc'd, he woulda go boots+dorans+phage+ others +3rd or 2nd item mallet, you can't get in range of a really good teemo without using a
Flash cause he just W's away.

The best counter I've found is to rush a giants belt, get mercs or stick with the good old mobility 2 boots and get a fairly early hexdrinker. It doesn't really cut down Garen's damage that much, but I became so tanky that I simply ignored Teemo's constant poke and when I got anoyed I poped q and spin to win into him. Since Teemo is hilariously squishy early game, I find damage items are useless and I'd rather go tanky.
Obviously I've only tried it once vs an alright Teemo player. But how can Garen effectively counter a good Teemo player?
