J4 melee range is the same as the buffed GP etc, isnt it?
J4 is more than ok already only his shield is .... well it has an aoe slow that's why the shield itself is pretty weak.
And btw: Whoever builds IE on him didn't understand what J4 is designed for.

Look, I've been over this before.
They need to remove the increase per champion, and just increase the flat amount on his shield.
Problem solved.
Everything else on Jarvan is fine.

The only thing I can think of changing in Jarvan IV is the cost of his "w".
He is in general one of my top 3 champs I play, and usually I play him in jungle. And the cost of "w" sometimes fail my gangs when I use it, I find myself not able to chase or finish the gang with a kill, cause of low mana.
The other skills I think are well balanced.
