Innovation or a plan begging to fail?

So I go play ranked game in the middle of Season 2. It's 1300 elo and I just want to get to silver (1400), until Riot trolled me and made 1150 elo the cut-off. I then come across a guy calling jungle.

That's cool until he pulls out Twitch(Pre-remake Twitch)??? I put my hand on the X, I argue with myself whether it is viable. I then lagged and was forced into the game.

GG I thought.

The enemy team said GG.

All hope was lost until... Twitch ganks mid lane. At first I thought it was a lucky gank but when he came to my lane, I saw how broken Twitch jungle was. His ganks were stupidly easy to pull and very effective and since it's 1300, things tend to snowball ridiculously easy. Told a friend about it and he go free elo until they remade Twitch.

This season...
A person calls out jungle and picks Annie. Okay so Stonewall008 made a video therefore, it should be doable but I thought it would fail anyway. Though with my experiences with jungle Twitch, I was willing to take that risk. Annie didn't do so well in that game and ended up with a loss. Don't worry it was only a normal.

So the question is, there a way to tell the difference between innovation or a plan that would fail? Of course something absurd like Annie jungle wouldn't fare so well, or at least in my eyes, but what about something just as absurd such as that Twitch jungle?

On THAT elo...

Well, if a champ SLIGHTLY has some potential to jungle you only need to be good to pull something off.

If Twitch's ganks were "stupidly easy to pull off" then it simply means the enemy wasn't able to buy stealth-wards to completely counter him.

@DarcurseI don't think anyone buys pink wards at the start of the game with the exception of bot lane. So a level 2 or 3 gank would be difficult to prevent or easy to pull off for the solo lanes. Then the game snowballs...
