Jungle just isn't what it used to be; In the good ol' S1, supports knew the enemy jungle route was to the second. They could CV the DG camp, and if the DG were still alive, the support just saved his lane from a gank.
Season 3 is showing some buffing up for the creatures, but with the unpredictability of the jungle, CV just isn't as good as it used to be. Plus, depending on the support, they might be able to get in range of the ADC and exhaust them, which in a team fight, is always more useful than a simple CV

Really all depends on what your theory was. If you want alot of map control and plan on doing alot of invading CV can be exceedingly useful. If you're more focused on getting lane domination and letting your jungler farm his jungle and gank almost exclusively, exhaust is more useful.

Bottom lane is currently about strong pokes and engagements. Exhaust is for engagements in lane, and singling out people in fights. In team fights, being able to shut down an enemy is often more supportive than Clairvoyance.

M5 used it a bit in IPL5, or at least the games I watched.

Heal/Flash
Exhaust/Flash
Ignite/Flash (strange, but actually kinda popular, with AD going heal/flash.)
