Shouldn't Tear of the Goddess work with Swain?
So the new 
Tear of the Goddess says "whenever mana is spent" or something like that, but when I used it on Swain it wouldn't work whenever I toggled Ravenous Flock. Isn't it supposed to?

I remember seeing somewhere that toggled abilities now work with Tear of the Goddess and Archangel's Staff seeing as spending mana refers to pretty much using a skill. If it's not working, then maybe it's a patch error :s

It should indeed work, however the Tear of the Goddess still has a cooldown on the effect (I think it's 3 or 4 seconds).
