If they did this to Archangel's why didn't they do it for Manamune?
Well I bet Swain will have an easier time charging Archangel's Staff now and he'll love it.
Same goes for other champs with moderately long CDs on their abilities.

Not to mention that you autoattack lots during lane phase as AP caster, while spell spamming is only reserved for champs like Anny.

There are many that spam: Cass, Anivia, Zyra, Orianna, Syndra. Pretty much any "set up" sort of AP Caster spams loads.

That's why I said "like", but even so, you aren't really able to keep Archangel's/Tear on CD with only your spells in early game.
