So yeah, I got hit by inspiration from who knows what, and came up with a water addict called Raine. Honestly I don't really know how he should look, or what his story should be, but the main thing is the skills I have given him - the ulti isn't all that interesting though, as it is kind of similar to that of Fiddlesticks'. Also, please don't blame the numbers I've given the skills too much, as I didn't really know when it would get op or up, so it's probably not quite balanced, but tell me what you think :) ^^

Raine



Passive:
Draining Personality: Drains 10/20/30 mana from Raine's enemies, every second while the enemy is within range. Raine gains 50%/75%/100% of the mana drained from all enemies within range.
Range: 175

QWE:
Q: Water Gun: Raine blasts an area in front of him with water, dealing 80/100/120/140/160(+80% of ability power) magic damage to anyone inside the cone's range. Deals 30% more damage to enemies who are affected by Raine's passive.
Cooldown: 8/7,5/7/6,5/6 seconds
Range: 650

W: Water Clone Explosion: Raine gathers water from the ground for 3 seconds, to summon a controllable water clone, identical to Raine, in front of him, which explodes on contact with an enemy Champion or when used again after 6 seconds, dealing 50/75/100/125/150(+50% of ability power) AoE magic damage to anyone near the clone when it explodes. The clone automatically explodes after 10 seconds. While summoning, Raine can't move or use other skills. If he chooses to move, it will cancel the summon. The summon can also be stopped by being stunned or suppressed.
Casting time: 3 seconds
Cooldown: 30 seconds
Range: 400(Explosion)

E: Siphoning Waters: Summons a lane of water in front of Raine, which is recalled back to Raine slowly, bringing back life drained from any enemy who has been in contact with the water. Any contact with the water drains 10/20/30/40/50 HP (+60% of ability power). This amount doubles every second you spend in the coil of water. It takes 3 seconds for the water to retreat to Raine, the coil becoming smaller and smaller. The water also slows all enemies in contact with it by 35% for 2 seconds.
Cooldown: 12/11/10/9/8 seconds
Range: 450

Ultimate:
Heavy Rain: A rain storm brews, surrounding Raine for 6 seconds, damaging all enemies in contact with the rain for 100/200/300(+40% of ability power) magic damage per second, and slowing them by 15% for 5 seconds once having escaped the area of the rain. Furthermore, Draining Personality covers the entire area for the duration of the skill.
Range: 750
Cooldown: 140

His W is probably the least useful of his skills - could you explain when it would be practical? Other than that, I like him.

Gragas' barrel except with a 3 second channel time. Horrible skill. Worse than Piltover Peacemaker, even.

If you could actually control the clone and have it be able to attack for minimal damage, it would be far more useful.

Thanks for the critique. I didn't really know what to do with it, honestly, but I do suppose, with his ability to control water, it is more reasonable that he is capable of controlling the clone.

Do any of you have any comments on the other skills? ^^

Ult is a bit of OP, because it does damage per second so 400 is too high...

Where do you see 400?
By the way I looked at Fiddlesticks' ulti in order to not make this ulti too overpowered. Fiddlesticks' is 150/250/350 magic damage(+35% AP), while this one is 100/200/300(+40% AP).
I don't think this makes it overpowered. And to make up for Fiddlesticks' capability of using his fearing skill while using ulti, I added a small movement speed lowering to this one. Other than this this Ulti is also 1 second longer, which kind of makes up for it not damaging as much.
So I don't find it to be overpowered at all, ofc unless you find Fiddlesticks' ulti to be overpowered as well :P

I don't know how but i saw it was saying 400 xD, but duration is too long i think 5 secs would be fair enough

Well, I figured that I didn't want it to be too much like Fiddlesicks' ulti which is exactly 5 seconds. Besides this ulti doesn't have the ability to jump into the middle of the battlefield from nowhere, which is the most dangerous thing about Fiddlesticks' ulti. :P
In the case with this one, you will have to use Flash in order to gain that effect, and as you know, Flash has quite a cooldown, compared to Fiddlesticks being able to do the same at every ulti use.
So again: I don't really find it that overpowered at all, since I also lowered it's damage. The most dominating fact about it would probably be the slow effect that I gave it. :P But since it's only 15% it's not really that fantastic either, but perhaps just enough for you to choose your prey and keep them inside the area for the duration ^^
