wriggles lantern is all the sustain ANY CHAMPION IN THE GAME needs to gain health in the jungle instead of lose it. do not get philo stone as the stats do NOT HELP IN ANYWAY during a gank or in the jungle. gp10 items are designed for supports that want the stats on them to build into support items. they are in NO WAY optimal items for someone that needs damage or tankiness.
berserker greaves give very very little stats for the item slot. get a different AS item and use ninja tabi or merc treads to fulfill your boots slot.
you have runaans hurricane but you have no on hit effects or AD items. this means it is wasted completely. Pix procs are not spread by runaans. get wits end and/or malady with frozen mallet if you want to make use of runaans... and that is of course if youre super fed.
when i jungle lulu i usually do ninja tabi + wriggles + wit's end + frozen mallet as my core. then i buy either abys scepter + malady against high ap teams or randuins + zekes against high ad teams and BT if im snowballing... and of course nothing is set in stone. i make all my items choices based on a game by game basis but those items came to mind.

your masteries are impossible. and further more lulu doesnt need buffs to gank lanes hard. she needs clear speed and safety of clearing because jungle lulu ganks VERY HARD and can and will punish lanes for over extending.

your jungling section is lackluster at best and the problem with lulu jungling is people trying to steal jungle/counter jungle her. I think you need a section in there as to how to repel people from doing this... seeing as lulu is fully capable of protecting her jungle and life.
and lastly, no. just because you're jungling doesn't mean you need to build like a tanky support. everything is based on team comp. master yi jungles and doesnt build like an offtank... neither does shaco... or fiddlesticks... or well you get the picture.
hope this input helps you clean up some ideas and look into other ones.

Wit's End is core. philosopher's stone is not core. eye-opener is right. You need AD or on-hit damage to run an attack speed Lulu build.
Also, masteries and skill order are wrong. Don't take double pen in the offense tree. That's counterproductive. Lulu deals more magic damage than physical. Also, jungle Lulu maxes E first.
Wit's End can be bought instead of Runaan's Hurricane, I definitely agree it's a great item on her, though I think it's situational. On-hit damage => blade of the ruined king + frozen for kiting. That's why I take double pen, because it deals ad damage. You do mixed damage, so why not double pen ? That's my personal opinion.
If you max E first, you're gonna have a bad time clearing the jungle :/

I think this would be around 75% or 60%, but it's not done yet so yeah :P
If you're going to be building Runaans, why not build other on-hit items besides Blade of the Ruined King/Frozen Mallet? (e.g. Malady, Wit's End)
Also, how fast is the clear time for jungle?

Both are good items, and are really situational (e.g. fed), I'd rather focus on durability.
I'll do a math part somewhere also with as, clearing time, etc.. !
This said, it's really pretty fast, if you have a smiteless blue you can clear your jungle within 4-4:15, gotta check on it
