what i would say, is make the guard dolls the passive. that she gains a guard doll at x levels (1 at lvl 1, 2 at 6, 3 at 11, and 4 at 16) and then have them recharge over a certain amount of time. and then every time you use a spell it consumes a doll, but the amount of dolls you have increases spells damage? or as they're called guard dolls maybe they increase armor/mr or give you damage resistance, or something?
then for q, i'd make the radius damage full 100%, then maybe have each doll increase the damage by an amount or a percent amount?
on w, make that an active skill where a doll attacks someone for some damage + ap ratio, maybe even a tethered skill?
on e, i would definitely lower the stun. even if it does no damage that stun duration is just too long. make it max at 2 maybe? and then add some damage to it.
for the ult, once again i'd say just make the radius do full damage.

I like Caucheka's suggestions a lot. The AP you can get with her passive would just become ridiculous as you farm more and more. Also consider that her W basically lets her deal 150 AoE damage per second, more than 3 Sunfire Capes, also making farming so much easier.
The scaling on your Q is really weird and uneven. I think you may want to go 60/100/140/180/220.
For the E ability, I would definitely lower that stun duration and add in some minor damage. 3 seconds is way too much for a stun, especially AoE.

The scaling on Q is uneven mostly to just stop it from being ridiculous through early and mid game, considering if she brings W to rank 4, then maxes Q, she's doing 3x base. But yeah, the 60/100/140/180/220 is probably a better idea.
As far as the stun, I was thinking more veigar with this, except it's going to be much harder to aim, so I gave it an extra .5.
I do agree with the W, as I said, after rethinking it, it's a bit OP. She'll be dealing way too much damage, and I'm willing to bet a lot of people would build her like singed if I kept it like that. So yeah, probably want to turn that into the passive.

Arcia - The Broken Doll
Appearance: A living porcelain doll with a large chunk of its face removed.
Passive:
Splendid Design: Each time one of Arcia's dolls kills an enemy, Arcia gains .2 ability power permanently.

Assault Doll: Arcia throws an explosive doll which deals 60/100/130/150/200 (+50% AP) to a target enemy and 50% of that damage in a radius of 500 around them. If there are guard dolls orbiting Arcia, Arcia will expend all of them to join the assault for the same amount of damage.
