Elohell is like Irelia's stun: if your real level is equal or lower than the level you are in, you're STUNNED there forever. If your actual level is higher than the level you are in, you're just SLOWED in your way up.

Is there any actual proof they're making this yet? All I found in the past was "Cool concept art" responses by Riot. Sucks. I'd totally be all over that skin.

they've said that they are going to do it eventually, they just have no idea when its going to be out.

they also have no idea if its going to be a regular skin, or a legendary or theme (pulsefire ez) skin.
