From a totally unbiased point of view, I'm going to examine what's going on.
Your side:
-You downvoted his build. He then downvoted yours, giving no argument at all.
-On his build comments, he did say that he believed that your builds were bad, and that's why he gave you -1.
-His downvote was probably only caused by your first downvote, leading you to believe that it was out of spite and not actually because he didn't like the build.
His side:
-Your -1 had faulty reasoning in the first place.
-Your arguments didn't make much sense and didn't have much information aside from "I don't think Warmog's is good".
Frankly, I think that while he shouldn't have -1'd in the first place, your own downvote needs more reasoning. Don't just say "I think Warmog's is bad on Sivir" - you need to say why Warmog's is bad on Sivir. Also, arguing that a champion is bad because she's 450 IP isn't a great argument either. Sivir's actually a top-tier champion, according to Elementz, and she performs very well in games behind a good player.
You also mention that she carries no attack speed, even in the "additional items" section, when clearly Wit's End, Stark's Fervor, and The Black Cleaver all give AS.
So I do believe that while GigaTV's -1 was wrong, you could have also put some better reasoning into your post. If your post is constructive, people usually won't retaliate against you. For example, see my earlier post on GigaTV's guide - that's an example of a post that helps a guide writer.

Anyway i told him/her that the Warmog is bad so he/she should just look at the stats and match them with this Champ destination, but while i downvoted his Sivir he downvoted all of mine builds so this kind of sucks ...
(Tip) check the suggestion of Riot about doing sivir i didn;t saw Warmog there

before it was random/troll voting from 12 year old kids. now admins done a wonderful job with the website and people still complain about the 1% of trolls that actually bother to leave a comment with downvote? i can understand restrictnine being pissed about people trolling his perfect votes but for anyone else really...
You need to log in before commenting.
I'm not exactly one to lecture people on morality issues, but if you just don't respond to trolls like that, they'll actually leave you alone after a while. As Six said, a guide that deserves upvotes will eventually get to the rating it needs to be at.
