People flame much harder in ranked because they really really really really REALLY want to win.
The players initially aren't much better because they'll be around the same MMR as your normal MMR. If they aren't, you'll either drop or climb up to the point where they are, and you'll be back with the same skilled players you see all the time in normals. Except rarely do people try out new champions in ranked, so it should be slightly better sometimes. Likewise, you won't completely stomp that first time Veigar.

I'd say at first it's pretty much the same/even worse, but I have found that it gets much better as you go up. I had a great team in my last 10-ish games, and the enemies were good and friendly, but we still stomped them =)

Now now, let's not get ahead of ourselves here! There's a perfectly logical explanation: Your teams were friendly because you were winning, and the enemy teams were probably on full rage mode in their own chat.
Worse if you don't know what you are doing the flames just get hotter, don't play ranked until you have a lot of champs down and have a basic grasp of counter picking. I played a few ranked games, and I just don't have enough champs unlocked to have viable counter pick's options for most roles.

So far it got slightly better for me in ranked. There still are some total dumbasses who dont understand flamming will only make things worse, but most half-smart people wont flame as much, since it has a noticeable negative impact to flamming.
