It allows you to build [[ninja tabi]]... it gives CDR AND Attack Speed so dat heal gonna be spammable... The attack speed helps to proc more Passive procs... The movement speed is also great. I think it's a little too expensive, especially for a [[taric]].. you want to be focus so much on resistances and on Mana that I doubt you will ever have enough gold to get [[zephyr]]. However, I'm pretty sure it's the best or almost the best AS item for [[taric]][/quote]
