Elise, would anyone mind explaining to me why she is top pick atm?
Yes, I understand her versatility as a champion, being able to go AP tanky or AP Carry.
But I don't understand what makes her so strong, as an AP tank, she isn't really the strongest tank out there, and with AP carry, she needs to play the skillshot game a little bit harder than anyone else. Even as a bruiser, her performance is very lackluster to me :/.
The only good thing I see about her is a strong Q. Rest is pretty much meh.

Her laning is so ****ing strong she just keeps on Q'ing you to the face then when your health is low she jumps your **** and kills you, here's the kicker though her basestats are so ****in high she can build full tank and still take 1/3 of your health in a combo. Ohh, she balled and got a haunting guise, that's now half your health in a combo. But wait there's more, she can also do some decent 1v1'ing with her spiderlings doing a ****load of damage and healing her.

Fiora definitely doesn't counter Garen. Early levels she has the advantage but by mid game provided the Garen is intelligent it will become increasingly difficult to defeat Garen without the aid of the Jungler if the game is still in the Laning Phase.
Fiora's main weakness is that she is quite item dependent and against Garen she will need to be paying attention early on to see which way Garen is going with his first item. If it's health or armour/Health, then I recommend getting Blade of the Ruined King first before building a Last Whisper. If it's straight armour (depending on item) armour penetration, but ensure you have a Vampiric Scepter at the very least already bought. If he's bought Thornmail, I recommend Armour Pen (last Whisper), a hex drinker (for the magic damage) and vamp sceptre for some lifesteal (will be reduced by 30% though). Key with Garen is to wittle him down before finishing him when he has thornmail using minions to get lifesteal back. Important note is to not let him sit idle at the back with his passive active. Keep it down as much as possible.
