... What? That makes... No sense... Mathematically the lowest percent you can get to is 0%...

What I was saying was, just doing flat percent won't let you go below 0 armor or mres, because its just percent. The lowest % you can go is 0.

You cannot penetrate below zero armor (logically: You can't go through what's not there) (Brutalizer, LW)
You can reduce armor below zero (logically, you completely destroy the armor, then destroy the body)

He's right. items like Abyssal Scepter can reduce an enemy's MR below 0.
or if you don't understand what tehasian is saying:

an ezreal with 30 mr and 10 stacks of starcall on her has -90 mr. a soraka with 150% penetration will only penetrate said ez's mr to 0.

no, only if you have 40 REDUCTION or 30 Pen and 10 Reduction, will it be reduced to -10.
