you don't really have to push every lane, if a lane is behind than you don't want to push it. just gank them. You need to press your global power, but that doesn't mean you need to make hard pushes.
The idea is that you aren't really helping your team if you're 15/0 in lane by 30 minutes. You could have avoided having a 0/8 varus if you had ganked bot. If you're a jungler whose fed, a tactic that most junglers don't think of, is forcing stuff like dragon.
Remember: summoner spells and many passives scale on LEVEL. Smite is no different, so if you're level 9 and your enemy jungler is level 7, force dragon, you do more smite damage, they can't effectively stop your smite. Now obviously if the enemy bot lane is still a presence, and they can follow yours, gank them, push them out of lane, make sure they can't contest, and go do dragon.
Kills are not everything, if you can get varus fed, he won't go 0/8, and he will help you carry, unless he's really that bad. and Dragon is huge for those supports who can't afford wards. Global gold manifests itself most in junglers and supports whose available farm is much lower than solo laners and ADCs, so taking global objectives makes them that much stronger.
In general, don't think of it as carrying baddies, think of it as helping other players get stronger. You can carry a bunch of players, or you can help them carry.
Yes there are cases of extreme baddieness, where you can't get them fed, and you can't carry them, but you'll find that being generally a positive influence, and an overall teamplayer who ganks lanes and tries to snowball everyone else and not just himself, will get you more wins because of not only the reaction of teammates, but you'll find that not everyone is as bad as bronze V.
