Doesn't matter if there's a character limit to posts either. You can just copy/paste "pancake" about 50 times in order to get around the limit.
And on the "C2V needs to be permanent" thing, we used to have that. Top guides that were bad or outdated would never get dropped. For example, the old, OLD Morgana guide that had
Zhonya's Hourglass was never dropped because of it's inflated score from forced C2V. So once people started downvoting it because of the Hourglass, which the guide creator didn't change, it didn't matter because of how upvoted it was.

Not to as large of a degree as it used to be. Literally thousands of upvotes, on a single guide mind you, that couldn't be undone. Most guides now don't even have 1000 anymore.
There's still the problem of "sheep votes" which is a completely different problem and is on display in the new Ryze guide by Athene.
People need to vote honestly and occasionally anonymously to avoid backlash votes from "troll voting" that is apparently rampant, as everyone is saying.

C2V used to be an always on or always off feature. We found that guide scores got very inflated because people weren't afraid to upvote with C2V but they were afraid to downvote. It also decreased votes in general.
We weren't a huge fan of C2V because it decreased voting and we felt the scores became less accurate, so having 20 C2V then a cutoff was a compromise. One thing we liked about the 20 votes limit is that it gave new guides some protection, or increased chance of getting a good score and getting noticed.
