The only thing you can scale up in most emulated 3D games is the resolution. All other parts of a game remain the same. I'm talking about things like polygons and textures. Just because you increase the resolution of the rendering, an ugly low-res wall texture is still gonna be ugly and low-res.
Wind Waker is made with a very artsy style and scaling it up to high resolutions make it look like it's far from 10years old graphics.
Twilight Princess is built for the same hardware, but it's using a much more realistic approach, and those often require more computing power to look good. (because low polygon counts(jaggy edges) look pretty unrealistic)
