I have been playing singed for a while now as he is one of those i truly love playing. i usually play him with this kind of build, tear as first item into seraphs whenever possible.
while i wait for the tear to build up i have time to build my boots of swiftness(only get these if you are used to singed) this will enable you to chase and flee better and also help avoid all those nasty skill shots. a safer bet would be merc's trend if alot of CC or ninja tabi if alot of ad. when i get my boots i then build the other part of my seraph's which gives me a much needed 40 ap. after that i usually have time to build a small part of my rylai's. then it is time to finish seraph's. once seraphs and rylai's is done you become quite a bit more powerfull and much easier to grab the minions. after rylai's comes liandri's for the procs. Most others wouldnt grab this 5th item since i think no one wants to grab it and prefer being tankier. but i build rabadons deathcap which brings me to about 600 ap with about 3k hp... enough tank to handle quite a few things at this point. As a last item i either build void staff for that magic penetration if noticed they build some armor if not then i go frozen heart for that extra mana,cdr and armor.
Not the best build i know and probably wouldn't be of much use in the higher elo's but for normal's and the lowere end of elo this gets out of hand really fast once you reach mid game. EArly game i'll have to admit will not be the best But once mid game rolls around you should also be rolling the enemies to the floor poisoned and flung to death!:D
This build is all about positioning though... you have to know when to engage and when to run and let the enemy run after you. i usually bring ghost out with me for this build to enable running away easier or chasing.

Yep, very squishy. I would never ever ever never ever get
Rabadon's Deathcap on him. I prefer ANYTHING else with less AP and more tankiness. Not even when snowballing out of control.
Toggle Q, use Ghost+R, run around flinging and taking damage while spamming laugh and not coming even close to dieing.

Stuff like F.Heart, Abyssal, Liandry's, RoA is what's normal.
You are tanky as **** with that and in terms of dmg totally set too.
You're bulky enough not to be aimed at and doing some hefty dmg on the side.
Turning on the RoadRunner and you strike enough physological terror into the enemy to crush their formation and start picking on the weak/ADC.
