The safe answer would be to use a normal build but then getting it a bit faster than usual :P
But if you are doing great for example against a Zed being a squishy AP champ, you should rush Zhonya's, counters his ultimate hard.
If you are doing great against Garen as being Shen for example, get Sunfire cape, both armor, health and damage aura which helps Shen quite a lot.
There are some more exceptions, but overal, it really depends on the situation.

Wondering for most roles, since everyone wants a bit of both.
Tanks get way more scary with a bit of early dmg (making people focus them more).
AP casters will burst more, but also die faster with offense, or just do a normal amount of dmg and die a lot slower (only helps for casters that aren't throwing down one combo incl. ult and are useless afterwards).

I find that this topic usually leads to some interesting discussion , especially when it comes to roles such as tank and AD carries.
