That's not the point, even if you can hit your own guy the attack animations in that game are really slow. Same with projectiles. It's very hard to get out of a surround if you get hit with a sleep and are caught with an army of nothing but Raiders and Grunts.
Hopefully they don't implement Sleep, though. I personally think it'd be a broken mechanic in LoL.

so what would sleep effects be? in my opinion i think that a sleep effect would essentially be a longer duration stun that lasts unless they don't take damage or have a spell cast upon them. seems logical.
however i think the reason they don't have this is that it would be extremely op in the right circumstances, getting chased by one guy only to sleep him and leave him there alone for a while seems extremely op, as he's in the jungle waiting for either his buddies to come wake him or
