Well, if you want to make that comparison, then yeah, it's similar.
GMD's right, it no longer works. Just look at the scaling on his ult.
The scaling on his ult (0.3) is poor, yes. But you have to remember that it deals 225% damage to champions, turning 0.3 into 0.675. Which isn't necessarily good, but not entirely bad either. And again: I am not trying to build him like a caster. His ultimate is useful poke, but not his main source of damage.
Runes are wrong, Itemization is wrong, AP Kog'Maw no longer works anyway.
It does, though. I just think that people need to look at it differently. Most people build Kog'Maw as a caster; rylai's, liandry's, RoA, all the good stuff. However, he is not a caster. Not any more, anyway. And I'm not trying to build him as one.

the guide part looks ok but could be a lot better
1: Kog'Maw is mana hungry. Mana regen seals help you stay in lane longer.
2: Zhonya's Hourglass WAS a possible item I listed.
3: What do you have against runaan's hurricane? Sure, it's not the best item, but it's not the worst, either.

And yes I understand it's not the most high-quality guide out there. But I hadn't seen anyone actually build Kog'Maw this way, as I'd already said, so I just wanted to get the idea out there.
Scaling AP shouldn't be the best pick, I think its that what he means. Normally people go Flat AP Quints, and Armor Seals. BUT I think your pick for seals is possible. :)
I took the scaling quints because they help more in the late game; The flat AP quints DO give you a slight damage boost early-game, but it's still fairly minimal.
