Appearance - Has improved by quite a lot. No complaints.
Cheat Sheet - Once again the Cheat Sheet is kinda big. I advise you to just simplify it. You did finish the AP one though so that's good :P
Viability - Still no complaints.
Tidiness - Very nice. You added an introduction chapter as your first one just as I advised you to. Again no complaints :P
Spelling Mistakes - Honestly, I'm not even gonna bother checking. When I reviewed it the first time I could only find a small number of spelling mistakes. You probably fixed them by now and if not it doesn't really matter unless there's a ton of them (in which case you should fix them xD)
Content - The only complain I still have is that the Jungling and Warding chapters should be removed. Like I said in my first review the guide should be focused on teach readers how to play Skarner and not the game itself. You could make a separate guide on those two things. I just don't think they are needed even if it is a guide about a jungler.
Final Thoughts and Score:
The guide has definitely improved and is close to perfection. I didn't mention this before but I do think the guide is lacking something. I don't know what that something is though. Finding out is your job :P
My vote remains the same but I'll change the score to 9/10. Good job :P

It actually is optimal because Ixtal's Impact is a terrible skill. It does an insignificant amount of damage in a terrible range and has an unnoticeable heal that only goes off if you attack the target.
You use Ixtal's Impact on the wraiths, hitting them all. Each hit does 80 damage, total of 320. How come that damage is insignificant? Moreover, you get healed back for about 50 health, making the health difference from your targets in about 130 hit points (80 damage dealt, 50 healed hit points).
On the other hand, by leveling up Seismic Bastion on level 4, you get a increase in your shield by 45 hit points, movement speed by 2% and attack speed by 5%. Your clearing time is still slow, you have no sustain in the jungle and you have only one damaging ability. The 45 shield points is less than the health given by Ixtal's Impact, the attack speed won't compensate for the damage Ixtal's Impact deals.
If you think this is useless, I am afraid I have nothing more to say to you.
I've played with Skarner many times, and a point in Ixtal's Impact adds so much, I still wonder why people say it is useless. I even thought about publishing a Skarner guide just to argue about this issue.
First point on Ixtal's Impact at level 13, just no. You can do the math yourself and see this is not optimal.
If you look closer, I wrote in the notes that I did the maths and you can look at them in the abilities section.
This guide looks amazing, it is very in-depth and BB coded amazingly. I am honestly thinking of buying Skarner just to try out this guide. +1

Have you considered Boots of Swiftness? They can't catch or run from you.
Why is Ghost viable on Skarner? Elaborate!
Locket of the Iron Solari shouldn't be situational if Aegis of the Legion is a core item. It's only 600 gold to upgrade it!
In your items chapter, you spelled armor as armour for Frozen Heart.
Maybe save some space by sticking the Smite damage chart in a spoiler?

I dont like boots of swiftness, the little bit you are faster running isnt worth the lack of defences.
