Hi Hi~! I'm really late with this second review you requested. Forgive me! If you go to my profile page and read one of my most recent blogs you'll know why. Anyways better than never ey? Let's get to work:

Appearance - Has improved by quite a lot. No complaints.

Cheat Sheet - Once again the Cheat Sheet is kinda big. I advise you to just simplify it. You did finish the AP one though so that's good :P

Viability - Still no complaints.

Tidiness - Very nice. You added an introduction chapter as your first one just as I advised you to. Again no complaints :P

Spelling Mistakes - Honestly, I'm not even gonna bother checking. When I reviewed it the first time I could only find a small number of spelling mistakes. You probably fixed them by now and if not it doesn't really matter unless there's a ton of them (in which case you should fix them xD)

Content - The only complain I still have is that the Jungling and Warding chapters should be removed. Like I said in my first review the guide should be focused on teach readers how to play Skarner and not the game itself. You could make a separate guide on those two things. I just don't think they are needed even if it is a guide about a jungler.

Final Thoughts and Score:
The guide has definitely improved and is close to perfection. I didn't mention this before but I do think the guide is lacking something. I don't know what that something is though. Finding out is your job :P

My vote remains the same but I'll change the score to 9/10. Good job :P

I will do some testing and calculating and I will post my results tomorrow in the evening. But as far as I can tell you, my experiences without Ixtal's Impact have been better than with.

Skarner is already mana-starved in the jungle; why use a terrible skill to make you go OOM faster?

You use Ixtal's Impact on the wraiths, hitting them all. Each hit does 80 damage, total of 320. How come that damage is insignificant? Moreover, you get healed back for about 50 health, making the health difference from your targets in about 130 hit points (80 damage dealt, 50 healed hit points).

On the other hand, by leveling up Seismic Bastion on level 4, you get a increase in your shield by 45 hit points, movement speed by 2% and attack speed by 5%. Your clearing time is still slow, you have no sustain in the jungle and you have only one damaging ability. The 45 shield points is less than the health given by Ixtal's Impact, the attack speed won't compensate for the damage Ixtal's Impact deals.

If you think this is useless, I am afraid I have nothing more to say to you.

Ixtal's Impact gives you sustain in the jungle, and increases your total burst. It's damage isn't reduced to the subsequent targets (just as you correctly mentioned about the healing factor reduction). The math I was reffering was calculating your overall burst over a period of time at level 4 or above, comparing it in both cases: with and without a single point on Ixtal's Impact. The burst increases your jungle clearing time, does more damage to your enemies, increases your sustain, and you get a ranged attack with it. Ixtal's Impact is NOT a healing spell.

I've played with Skarner many times, and a point in Ixtal's Impact adds so much, I still wonder why people say it is useless. I even thought about publishing a Skarner guide just to argue about this issue.

If you look closer, I wrote in the notes that I did the maths and you can look at them in the abilities section.

It actually is optimal because Ixtal's Impact is a terrible skill. It does an insignificant amount of damage in a terrible range and has an unnoticeable heal that only goes off if you attack the target.

I dont like boots of swiftness, the little bit you are faster running isnt worth the lack of defences.

ghost is explained

locket is situational now because normally the support should get it now and i thing getting another item would be better.
