I was thinking a build just like this one. My point of view on Lucian is that you dont have to focus on AS, his ult or his Q in particular... my focus is on his passive. I THINK that his passive makes up for not building standard AS items such as PD or shiv (tho i think that the last one could be great cuz it would add more punch to his AA being Lucian such a mobile champ). Crit would make his double strike hurt a lot, but building just IE and TF gives only 35% crit chance... not that much but not that bad either. I have mixed feelings about leaving shiv out and putting zephyr on the build, but man, zephyr is a great item for Lucian. I have to test more, but IMO this kind of build is great on him, taking a more ADcaster route with him than just an auto attacker.
Yes, I feel the same way also but some AS is necessary when trying to do AA's and for Lucian I feel that he's like an all-around build champion. Like he needs a little bit of everything but mainly on CDR, AS and Dmg as he is an AD-Caster type of Carry. It supports his passive quite well as his passive can be treated as a 5th Ability except that it has no CD on his passive with the exception that it kind of shares the same CD of his other abilities (Q, W, E, R) meaning with CDR, he can use his passive more often and with AS, he can launch his AA and Passive AA quicker without much delays and adding a bit of damage on top of it cause really give a great harass overall to it. Fits his supposedly-meant-to-be-play-style. Is what I feel and believe. Though Thank you for your very kind opinions, very appreciated of it.
I'd suggest trying a static chiv?
I feel that a Shiv isn't so great for him as he doesn't need all that AS, MS and Crit% if there's no damage behind it to back it up. Even though it has a nice passive, without the damage; it becomes quite useless. At most the item would only help to clear minions/monsters faster but in team fights; won't be able to help much and there's just no space in the item build to even fit a Shiv inside, to me at least it feels like that. I came here to create a guide something like this one, called Bluecian (cuz the similarity to Blue EZ) but you already did this, so thank you for all the work you spared me. I have some ideas though I'd like to share with You. You don't have to do anything with them, but please give them a minute to read:
I play Lucian since he came out and I figured out a similar build, however my core is CDR boots, Blade of the Ruined Kings, Spirit of the Elder Lizard, Black Cleaver, one defensive item ex. GA and Manamune. I really like Zephyr and the Tenacity too, but I don't seem to find a place for it in the build.
As you can see my build would be with 0% Crit chance, which sounds quite foolish, but let me explain:
Lucian is an ability based AD carry. Which means, CDR fits him most. My build have 35% CDR (yours too, which is great) + 4% in masteries. This means ~3sec cooldown on Q, ~6sec W and ~6sec E AND ~30sec R(!).
To spam your abilities you need a Tear of Goddes and once you charge it up to Manamune your dmg will be insane. That's why I prefer Manamune over Trinity Force or IE.
In masteries I dont spend points on Crit, which allows me to max the 4% CDR in the Offense tree. And also I put 3 points in Meditation, 4 on Durability, 1 on Summoner's Resolve and 1 on Hardiness. This helps a lot early game mana costs, durability and cooldowns. These are my Lucian masteries 21/6/3.
I love your idea with the passive double-shots crit and the crit runes though. I will definitely consider trying it.
Great guide anyway, keep up the great work! I believe this is the way Lucian was meant to be played, so may this guide be the top rated one on MOBAFire, so everyone can see the power of this build!

Well I do have several Mana Sustaining Builds that I have made for him in the 2nd Build Tab at the top if you had searched carefully, as his mana does drop sufficiently enough and yes thank you for the tips. It would be nice if it was top rated one but apparently not everyone has the same play style and item preference for Lucian.
